“FRCS will be conducting a Time Release Study (TRS) of international cargo at the two major seaports in Suva and Lautoka. TRS is a World Customs Organization (WCO) strategic and internationally recognized tool to measure the actual time required for the release and clearance of goods from the time of arrival until the physical release of cargo.

The study is to identify bottlenecks and congestions in the trade flow process in order to allow border agencies to take necessary measures in improving the effectiveness and efficiency of cargo clearance procedures at the border. The TRS is referenced in Article 7.6 of the World Trade Organization WTO Trade Facilitation Agreement (TFA) as a tool for members to measure and publish the average release time of the goods.

The Study is being increasingly used by members with respect to strategic planning and the proper sequencing of TFA measures in accordance with their National Trade Facilitation Committee (NTFC). In recent years, the WCO instruments and tools have been widely used to create efficiency in supply chain management and recommended as a best practice in measure to assess, evaluate, and enhance the implementation of the WTO TFA.

The TRS will focus on Full Container Load (FCL) cargo as part of this survey and the study will commence from 5th June 2023 to 18th June 2023. The study will be conducted in partnership with the Fiji Ports Terminal Limited, the Biosecurity Authority of Fiji (BAF) and the Ministry of Health and Medical Services of Fiji (MHMS).”
