Tax Agents

Registered Tax Agents play a vital role in the tax system of any economy to create and maintain public confidence in the tax administration system.

 

The regulation of tax agents is governed by the Tax Agents Board (TAB) which consists of the following members:


 

  • The Chairperson, Chief Executive Officer- Fiji Revenue and Customs Service (FRCS).

  • Member nominated by the Council of the Fiji Institute of Chartered Accountants (FICA).

  • Member nominated by the Minister for Finance (MOF).

The TAB recognizes tax agents as our partners in the administration of the Fiji Tax system, therefore encouraging capable individuals to register and facilitate tax compliance.

Roles of the TAB

  • The TAB is an independent body established to register and regulate the work of tax agents in Fiji.

  • The Board is responsible for determining the suitability of applicants to be registered as tax agents.
  • Oversees the professional conduct of tax agents to be aligned with the Tax Agents Code of Conduct and ensures that proper standards are maintained across the tax agent profession.

  • Investigate complaints against a registered tax agent.

Tax Agent’s Primary Role

The tax agent’s primary role is to ensure that clients are fully aware of their rights and obligations and are compliant with the tax laws of Fiji. It is the mandatory duty of a tax agent to work in the best interest of its clients and be compliance with the tax laws. Tax agents should always maintain ethical and professional standards when liaising with clients or any FRCS officer(s).

Responsibilities of a Tax Agent

Tax agents are required to perform the following responsibilities:

  • Provide quality tax advice to their clients.

  • Prepare and lodge income tax returns for their clients according to the mandatory due dates for the tax returns.

  • Request for an extension of time to lodge income tax returns for specific clients under the Tax Agents Lodgement Program (TALP).

  • Follow up on the tax assessments and refunds for their clients.

  • Object any tax assessment with approval from the client according to mandatory procedures of objection.

  • Provide assistance to auditors such as required information when their clients are being audited.
  • Assist clients by providing professional advice to settle their tax arrears within a reasonable time frame.

  • Tax agents must always relay all the information to their clients provided to them by FRCS in relation to their clients.

  • Tax agent must update their clients on changes in tax laws.

New Registration

The process of registration as a tax agent requires the new applicant to log into the Tax Agent portal on TPOS and upload certified copies of relevant documents on academic qualification, experience and other information necessary for the processing of the application.
 The application fee is FJ$500.00 VIP. 

 

The minimum qualification requirements for registration are:


  • Have either Bachelor of Arts or Bachelor of Commerce or Business Degree in Accounting & Financial Management.

  • Successfully completed Taxation Law Unit from any of the recognized institute.

  • Chartered Accountant membership with the Fiji Institute of Chartered Accountants.

  • Has an equivalent level of membership of a recognized accounting body or association.

  • Fit and proper person to prepare tax returns and transact business under tax laws on behalf of taxpayers.  Fit and Proper Criteria
  • Tax Compliant with the FRCS.

Tax Agents Registration Checklist:

  • Bachelor of Arts Degree or Bachelor of Commerce or Bachelor of Business Studies in Accounting & Financial Management.
Taxation Unit attended.

  • Documentary evidence of academic qualifications.

  • Latest Tax Compliance Certificate (TCC) Number.

  • Three current character/professional references.

  • Declaration of Interest
  • Fit and Proper Criteria

  • Birth certificate.

  • Curriculum vitae.

  • Chartered Accountant (CA) membership with the Fiji Institute of Chartered Accountants (FICA) or has an equivalent level of membership of a recognized accounting body or association.

  • Certified Public Practitioner (CPP) holder with FICA or any other recognized organization.

The Tax System shall bar the registration for the individuals whose personal tax affairs are not in a satisfactory state (i.e. outstanding personal tax returns and unpaid tax and VAT arrears). Applicants with outstanding returns and unpaid taxes should settle their dues first before submitting your application. Should an individual be unemployed for a particular year, this need to be explained in writing regarding lodgement of return of income. Old character/professional references and membership certificates with overseas accounting bodies will not be accepted. Applicants should be registered using their personal names and Taxpayer Identification Number (TIN).

Renewal of Registration

Renewal of registration is determined after the Board is satisfied that the tax agent has maintained a satisfactory tax account with FRCS and is fit and proper person to continue as a tax agent. A fee of FJ$350.00 VIP is charged for renewals.


  • Renewal of registration fees of FJ$350.00 VIP should be paid within 21 days after the expiry date of the certificate of registration i.e. 31 December of the current year.

  • All returns should be up to date.
All outstanding taxes and penalties should be paid on due dates.

  • A copy of the receipt be forwarded to the TAB Secretariat.
  • Continuing Professional Development (CPD) hours
