EOI No.24/2025: Independent Assessment of Internal Audit Function

FRCS invites qualified and experienced consultancy firms to submit their Expression of Interest (EOI) to conduct an independent and comprehensive assessment of the Service’s Internal Audit function.

Background

The Internal Audit unit reports to the FRCS Audit and Risk Committee. It strives to enhance its Internal Audit function to ensure alignment with the Global Internal Audit Standards and International Good Practices to support effective tax administration.

 

Scope of Work Includes:

  • Assessment of current Internal Audit Processes to Internal Audit good practices.
  • Gap analysis against the Global Internal Audit Standards.
  • Assessment of the Internal Audit Staff Capabilities.
  • Evaluation of the team structure, budget, and reporting independence.
  • Benchmarking with leading international tax authorities Internal Audit functions.

 

Key Deliverables

  • Clear and Concise Assessment report.
  • Recommendations for improvements on the above scope of work.
  • Presentations to the Governance and Risk Team.
  • Presentations to the CEO and the FRCS Audit and Risk Committee.

 

Eligibility

Firms with demonstrated expertise in internal audit assessment, public sector audit, or governance consultancy.
