Unaccompanied Baggage – Information for Travellers Importing Household Effects
This guide outlines the procedures and requirements for clearing unaccompanied baggage through Fiji Customs.
1. Clearance Procedures
When your household effects arrive, the airline or shipping company will usually provide arrival documents. You may also receive assistance from freight forwarders, Customs brokers, or removal companies. A formal Customs clearance is required, and you must engage a licensed Customs Agent.
You will need to:
- Arrange for Customs clearance.
- Complete a Baggage Declaration Form (C22).
- Obtain clearance from the Biosecurity Authority of Fiji.
- Secure any required permits (e.g., import permit for firearms).
2. Unaccompanied Baggage Requirements
To clear your goods, Customs will require:
- A completed and approved Baggage Declaration Form (C22).
- Relevant permits (wherever applicable).
- Your passport.
- Your Taxpayer Identification Number (TIN) or valid ID.
- An inventory list of the shipment.
- Invoices for any new items.
- Shipping documents (e.g., bill of lading, airway bill, or arrival notice).
A Customs Agent must prepare a formal entry to clear the goods. Duties and Value Added Tax (VAT) may apply.
3. When Customs Charges Apply
Customs charges are payable if:
- You do not meet the criteria for duty-free entry.
- The goods are new or not used for at least 12 months prior to import.
Duties are based on the transaction value (price paid), with depreciation considered.
VAT is calculated on the value inclusive of duty.

4. When Customs Charges Do Not Apply
Your household effects may be duty-free and VAT-exempt if:
- You are taking up or resuming permanent residency in Fiji.
- You have lived outside Fiji for over 12 months.
- You have owned and used the goods for more than 12 months before returning.
- The goods are for personal use only (not for sale, gift, or exchange).
Exclusions (not duty-free unless proven used):
- Goods imported for commercial purposes will be subject to duty

5. Calculation of Customs Charges
- Customs duty is based on the CIF value (Cost + Insurance + Freight).
- VAT is applied to the duty-inclusive value.
- An Import Entry Transaction Fee applies.
- All payments must be made in Fijian currency.
